As part of our commitment to supporting the public sector on the journey to net zero, West Mercia Energy will soon be launching four brand-new Decarbonisation Solutions Frameworks. These frameworks will provide a fully compliant, streamlined route to market for organisations across the public sector looking to deliver high-quality, best-value decarbonisation projects.
Four Specialist Frameworks to Support Net Zero
The frameworks have been designed around our “Use Cleaner, Use Less” campaign and will cover:

Supply and Installation of LED Lighting

Supply and Installation of Solar PV

Supply and Installation of Building Controls

Supply and Installation of Heat Pumps
Each framework will consist of 10 regional lots, with up to five suppliers per lot, giving users both local flexibility and competitive choice.
Building on Proven Success
These new frameworks build on the success of WME’s Education Decarbonisation Consultancy Framework, launched in 2024 and is currently approved by the Department for Education. That framework has already provided schools and academies across the country with compliant access to expert consultancy support to plan and deliver decarbonisation strategies.
By extending our provision beyond consultancy to cover the supply and installation of key decarbonisation technologies, WME is creating a comprehensive, end-to-end route for public sector organisations to move from planning into delivery with confidence.
Flexible, Compliant Procurement Routes
All frameworks will be procured under the new Procurement Regulations and will allow both direct award and mini-competition routes to market. This ensures that users can benefit from flexibility, efficiency, and compliance when commissioning decarbonisation works.
The frameworks have been structured with a focus on quality, price, and social value, ensuring that projects deliver tangible improvements in both carbon performance and community benefit.
