Who are West Mercia Energy?
Specialising solely in managing energy contracts for the public sector, WME is jointly owned by four local authorities: Shropshire, Telford & Wrekin, Worcestershire and Herefordshire councils, respectively. WME are committed to supporting public sector customers to achieve their specific net zero ambitions and work collectively to achieve the Government’s net zero pledge.
Overview
Before partnering with WME, Bright Futures Educational Trust managed a complex energy portfolio across multiple suppliers, invoices and contracts. While their previous provider offered some consolidated billing, the process was not always consistent, meaning the Trust’s procurement team needed to dedicate significant time to reviewing, validating and resolving invoice queries.
At the same time, the Trust was operating in a period of considerable market volatility, which created challenges when forecasting energy costs and developing long-term budgets with confidence. In addition, there was little opportunity for greater strategic support from their provider, particularly around procurement planning and guidance on the most advantageous times to engage with the energy market. This highlighted the need for a more proactive and collaborative approach to energy management, helping the Trust strengthen both operational efficiency and budget certainty.

Bright Futures Educational Trust first encountered WME during a wider strategic review of their energy procurement options.
While evaluating their incumbent provider, the Trust attended a MAT Procurement Network event where WME delivered a presentation. What ultimately gave the Trust the confidence to explore WME’s managed service as a credible alternative was its strong compliance and official backing. The Department for Education’s (DfE) formal endorsement of flexible, long-term contracts, combined with WME’s established position on a DfE-approved framework, assured the Trust that they were moving toward a fully compliant, highly reputable partner.
